General information about SPICE LS-kernels
==========================================

   In the SPICE system, Leapsecond (or LS) -kernel contains the
   leapseconds and the values of physical constants required to perform
   a transformation between Universal Time Coordinated (UTC) and
   Ephemeris time (ET). Leapseconds usually occur at the New Year or
   the end of June. The user should check with NAIF/JPL regularly to
   keep up to date about leapseconds.

   The information in LSK file can be manipulated by a collection of
   FORTRAN 77 subroutines to provide required time system
   transformation. These subroutines are part of the SPICELIB library
   and can be integrated into user application programs. The SPICE
   system toolkit for a number of computer platforms or information
   regarding how it can be obtained is located in the SOFTWARE
   subdirectory of the main directory of this data set.

   Refer to the TIME.REQ document provided with the toolkit or
   available from the NAIF Node of PDS if SPICE toolkit is not included
   with this data set to get more information about time conversions
   supported within the SPICE system.

   The following LSK file is provided on this volume:

           naif0007.tls

   This file is the latest generic SPICE LSK file distributed by
   NAIF/JPL at the time when this data set was created. This
   leapseconds file reflects the January 1, 1999 leapsecond.

Kernel File Details
===================

   The most detailed description of the data in an LSK file is provided
   in metadata included inside the description area of the file. This
   information can be viewed using any text editor program.
